11. Elections of Executive Council members

 

(a)
Chairman, if not seeking re-election, shall be returning officer and shall be in the chair for election of the new Chairman and other Executive Council office bearers.
(b)
In the absence of Chairman, the Vice Chairman shall take the chair unless he is the candidate for the post of Chairman in which case an independent Chairman shall he elected to conduct the ballot for the Chairman.
(c)
Election of the EC shall be once in Four years.
(d)
All outgoing EC members shall be eligible for re-election unless and until any of them have expressed, in writing, their unwillingness to contest the election.
(e)
The maximum age limit for contesting the EC election shall be 75 years.
(f)
A member country can send in nomination for a maximum of ONE post.
(g)
However, an individual can occupy only one EC post at a time.
(h)
Nominations for the posts in EC shall be forwarded to the Secretary General, in writing, by member countries, at least 90 days before the scheduled AGM.
(i)
In case of insufficient nominations for all vacancies on the EC, the nominated candidates shall be deemed to be elected and further nominations shall be allowed only at the AGM.
(j)
In the absence of sufficient further nominations at the AGM, any vacant position on the EC shall be deemed to be a casual vacancy.
(k)
In case the number of nominations received equals the number of position on the EC to be filled up, the persons nominated shall be deemed to be elected.
(l)
In case the number of nominations received exceeds the number of vacancies to be filled, election of the EC shall be by VOTE in the AGM.
(m)
All members to the DCIF shall be eligible to case a vote except those who have forfeited their right to vote as per sub clause 2 to clause I of part-B of this constitution.
(n)
A member country shall be entitled to only ONE vote per post of EC to be filled.
(o)
Vote shall be cast by way of a Ballot Paper.
(p)
The Secretary General shall circulate the BALLOT PAPER (Appendix-3) to the member countries at lease 45 days prior to the scheduled AGM, in duplicate, under his signature.
(q)
The member countries shall send back one copy of the Ballot Paper, duly complete in all respect and signed & sealed, to the Secretary General at least 15 days prior to the meeting and retain the other one for its records and use at the meeting.
(r)
All the sealed Ballot Papers shall be opened only at the AGM, by the Chairman in front of all the members present at the meeting.
(s)
Unsealed Ballot Papers, if any, shall be discarded from counting in which case the respective country(s) shall be asked to cast the vote at the meeting itself.
(t)
In the event of a tied vote the elected Chairman shall cast his casting/second vote to break the deadlock; the new Chairman then takes the chair.
(u)
The Secretary General shall formally announce to the DCIF the results of the secret ballot voting.
